LocalEmoji, a new collection (unique shortcode whatever its case, never renamed: the shortcode is its id elsewhere),
managed on /clientapi/admin/emoji/list|insert|update|delete and kept in the staff's log (emoji.insert, .update,
.delete). Its picture goes through IMediaService.EmojiImage: PNG, GIF, WebP or JPEG up to 256 KB, a PNG within 256 px
with alpha kept (an animated GIF or WebP stays an animated GIF, with a still PNG), keep=none, shrunk until it fits
GoToSocial's 100 KiB, held by ServerUse "emoji:<shortcode>" so the janitor and the audit leave it. LocalEmojis keeps the
offered ones in memory, reloaded on every change: GET /api/v1/custom_emojis is real; local posts (words, title, warning,
poll options, each revision) and profiles keep the emoji they name; Notes, Questions, actors and EmojiReacts carry
Mastodon's Emoji tag with its id, served as an Emoji at /emojis/{shortcode} (410 once deleted; the path awaits the
owner's confirmation); a persona reacts with one (Pleroma's reactions, announcements). A restore keeps the live emoji
as it keeps the settings, and trashes server pictures nothing holds. tools/pasture/scenarios/emoji.sh joins batch A.
Verified: built, and run locally against a scratch database (uploads of every type, animation kept, metadata gone,
refusals, rendering, reactions, history, announcements, delete and revive, backup and restore, media audit). The
pasture scenario and the sweep were not run.

A heart reaction arrived as ❤ from some servers and as ❤️ (with the
emoji variation selector) from others, and a persona's own reaction kept
whatever it was given: the same emoji was two reactions, counted apart.
The selector is now dropped and put back only on a symbol that shows as
text without it (U+2000 to U+2BFF), so every heart is ❤️ and every 🔥
is 🔥. Found by the town's Hollo pair.

LikeHandler.MaySee let a remote account interact with a followers-only
post only when the post named it in to, cc or its mentions. Our own
followers-only posts are addressed to the followers collection, never to
each follower, and circle posts were not considered at all, so every
like, reaction, downvote and poll vote from a follower on a
followers-only post, and from a member on a circle post, was dropped as
"not-visible". Likes, dislikes, reactions and poll votes now ask
VisibilityPolicy.RemoteCanSee: anyone for public and unlisted posts, an
addressed account for a DM, an accepted follower or an addressed account
for followers-only, a foreign member for a circle post, and never a
server's instance actor (SignedFetchAuthorizer's alias is for refetches
only).
Found by planning the town's multi-server interaction checks (G-0001).

Arrival carries a verdict that handlers set with one line before an existing return
(Arrival.Drop, Reject, Accept, About), so no handler signature changes. InboxProcessor
records it as an 'in' event, with the time taken, the wait since the inbox accepted it, the
attempt, the audience (from the post's visibility, or else the activity's addressing), the
local actor kind, the object's age for updates, deletes and reactions, and the FEP features
of a delivered object. It also records types nothing handles (unknown-type), actors that
cannot be loaded (deferred) and handler failures.
Drop reasons: fetch-failed, unparseable, misattributed, duplicate, deleted, not-addressed,
not-followed, not-public, not-visible, not-deleted, unknown-object, unknown-recipient,
cross-origin, unsupported. Accepted sub-reasons: stored, poll-vote, edit, refresh,
actor-refresh, actor-delete, removed, tombstone-only, auto-accepted, pending,
follow-answer, quote-answer, quote-granted, undone, reaction, reported. Rejected: blocked,
ignored, quote-refused.
A circle's traffic is private and kindless, and a stranger posting into one is just
not-addressed, so the event store cannot reveal a circle.

- Incoming reactions in all three shapes: Misskey and Sharkey Likes carrying an emoji (`content` or
`_misskey_reaction`), Pleroma, Akkoma and Iceshrimp.NET EmojiReacts, and their Undo. Unicode reactions are one
grapheme; custom ones need their Emoji tag and keep its image; `:name@host:` is read as `name`. A Like whose
content is a heart stays a favourite.
- Reactions are kept per account and emoji on our posts and on remote ones we hold, and the author of a local post
gets a `pleroma:emoji_reaction` notification with the emoji.
- Personas react through Pleroma's API (PUT/DELETE /api/v1/pleroma/statuses/:id/reactions/:emoji, GET for the list),
which sends an EmojiReact (or its Undo) to the post's author.
- Statuses carry `emoji_reactions` (read by Phanpy) and `pleroma.emoji_reactions`, with counts and whether the viewer
reacted.
